GST reforms announced during the Council meeting aim to improve liquidity for exporters through faster refund processing and wider access to eligible input tax credits. Reports indicate that around 38,700 exporters could benefit from the changes, while a risk-based mechanism is intended to enable automatic release of 90% of eligible refund claims. The Council also recommended extending certain refund related benefits to eligible input services and broadening the treatment of some cross border services as exports. For Indian rubber product exporters, timely refunds can reduce the amount of working capital tied up in taxes paid on business inputs. The practical benefit will depend on the final implementation rules, eligibility conditions and the nature of each exporter's transactions.
