India begins anti-dumping investigation on imports against China, South Korea, Vietnam and Thailand

The Directorate General of Trade Remedies (DGTR) has begun an anti-dumping investigation on imports of solar encapsulants excluding EVA encapsulants originating in or exported from China, South Korea, Vietnam and Thailand based on an application filed by RenewSys India.

The DGTR has also initiated an anti-dumping probe on imports of mobile covers from China and another investigation on imports of a rubber chemical intermediate called 4-ADPA from China and the EU. In case of solar encapsulants, the probe against China covers poly olefin encapsulants and EPE encapsulants while against the other three countries, it also includes ethyl venyl acetate.

The period of investigation for all the products is April 1, 2024-March 31, 2025. The injury investigation period would cover FY22-25 except 4-ADPA where it is FY22-24.

For the mobile cover investigation, which is initiated basis an application filed by All India Mobile Covers Manufacturers Association, the DGTR said there is sufficient prima facie evidence that the "subject goods are being dumped into the Indian market by the exporters from the subject country. The dumping margins are estimated to be above de minimis". For 4-ADPA probe, the applicant Nocil Limited is the known domestic producer of the product and has submitted that dumped imports of this intermediate are causing significant injury to its operations, according to the DGTR.
